Abstract : 「抄録」リスクリテラシーとは, リスクに接する際にその背景にまで考えを及ばせ, リスクの波及範囲を正確に見極め対処する力を備え, さらにリスクを予防する能力のことをいう. 市民生活におけるリスクリテラシーにおいては, 日常の生活における種々のリスクに加え, 不期遭遇的な災害等のリスクに対応する能力も求められている. そこで本稿ではリスクマネジメントの概念についてまず整理をし, さらに準備すべき具体的事項について概説する. リスクマネジメントには, まず危機に遭遇しないようにするためのリスクコントロールが存在し, 次に危機的状況に陥った時に適切な対応を取るためのクライシスマネジメントが準備されていなければならない. また前記2者の基盤を成し, さらに復旧・復興の鍵を握るリスクファイナンスを加え, 上記の3者全体によってリスクマネジメントは構成されている. 市民に求められるのは, リスクコントロールにおいては各個人の警戒心であり, クライシスマネジメントにおいては各個人の覚悟であり, そしてリスクファイナンスでは各家庭での備えを万全なものとすることであると極言できる. また, 近隣との協力のレベルでは, リーダーシップとフォロアーシップが, そして災害時における市民と行政組織との連携では協調・協力が最も求められると思料する.

Abstract : [Abstract] Risk literacy is defined as the ability to deal with risks taking into consideration their background, combined with an ability to identify accurately the scope of their influence, and eventually to prevent risks from happening. As we consider risk literacy in public life, the ability to manage risks including unexpected disasters is also required in addition to the ability to cope with various threats in daily living. This paper first clarifies the concept of risk management and specific matters to be addressed. Risk management must embrace risk control first so that we will not encounter risks; then, crisis management must be put in place to take appropriate measures when a critical situation occurs. Additionally, combining risk finance, which is the basis of the above-mentioned two components and a key for reconstruction and restoration, risk management as a whole is comprised of these three elements. In short, citizens require individual awareness of risk control, individual preparedness in crisis management, and sufficient household risk finance. In addition, regarding community collaboration, leadership and follow-up are required, as well as partnership between citizens and government agencies in times of disaster.
